In its global engagement on cash and voucher assistance (CVA), SDC aims to ensure that humanitarian organisations possess the knowledge and capacity to systematically consider cash and vouchers as a viable response option, and to implement projects according to best practice.

Overview of SDC's advocacy efforts, past and present:

  • SDC co-initiated the Donor Cash Forum in 2018, demonstrating its commitment to improving humanitarian aid through cash-based assistance.
  • The members of the Donor Cash Forum issued the Joint Donor Statement on Humanitarian Cash Transfers in 2019, aiming to enhance the efficiency, effectiveness, and coordination of cash programming, ultimately benefitting people in need.
  • SDC actively participated in the Grand Bargain cash workstream, focusing on advancing CVA practices and to jointly tackle challenges such as cash coordination and cash in locally-led humanitarian action.
  • In 2025, members of the Donor Cash Forum launched the Common Donor Approach to Humanitarian Cash Assistance (CDA), presenting a unified donor vision for more effective, efficient, and accountable humanitarian aid. The CDA reaffirms cash assistance as a core modality of humanitarian response.
